Father in Law has a 1960 (driver) and has been sitting for years, went to smell the gas and sure enough it has varnished. What would be the best way to proceed? Clean the full tank or replace with after market, replace fuel lines, filter, rebuild carb.

If there's a drain, it's on the passenger side. It's a pipe plug type. It's accessed from underneath through a cut out or hole in the fiberglass. 62's have them. Not sure about 60's.
Consider replacing the tank. I believe a tank is around $200. It's the same work to get it in and out, and less work overall, because you won't have to go through the tank refurbishing process. It's also a safety item. Safety trumps other issues. You won't be happy when all the gas leaks out on your garage floor while the car is in storage. Or, if it leaks out on your exhaust system while driving.
Eastwood sells a gas tank refurbish kit which worked great for me. About $75 with all the items you have to buy locally. You'll get an upper body workout. You'll also be left with a few gallons of hazardous waste which must be specially disposed.
While you're in there (famous last words), replace the sock on the gas gauge sender; the gasket on the sender; the fill hose; and, the vent hose. Look over the gasket on the gas cap. Make sure you seal the compartment well.- Top

I just replaced the tank on my 59. I got it from Quanta. The new tanks, straps etc, just don't quite fit correctly. I had to do a lot of wrestling to get it to fit. I'd be inclined to recommend that you look into saving what you have; take the tank you have to someone who can check it out for you.- Top
