What's the spacer for in a 1967 wood steering wheel install?

Yes, I know teakwood wheels were offered only in 65-66 for C2's, but I have a real one I like to use in my 67 (retained the original plastic 'walnut' one). The repros say that a spacer is included for mounting in a 67. What's it for? Mine seems to mount just fine without a spacer; besides, I can't find anyone who sells the spacer separately. I do realize there's a 'step-down' or gap in the lower quadrant where the wheel mounts on a 67, but so....?

On 67 only there is an offset where the spokes of the wheel come together. There is a corresponding relief in the column housing. The spacer I would assume, is to fill the space.
