62 Back Side of Front License plate assembly

I have 2 questions on the Front License / Bumperette assembly.

1. Is the backside of the flat plate just a rough chrome finish, or is it blacked out? I think its just chrome, but want to besure.

2. The bolts (2 on each side) that attach the front plate to the bumperetts, does the nut/washer assembly go inside the bumperette or on the plate side. My AIM shows the bumperettes, but it does not show the plate assembly anywhere.

The bolt goes inside the bumperette with the head on the inside of it. The washer and nut attach from the inside (the centerline of the vehicle). I hope iam explaining this right.

That is the correct way with the hex head bolts heads facing to the outside of the car and the nuts and lock washers to the inside. The 62 will use lock washers and not star washers as earlyer models. The back side of the license plate holder is chrome and not black.
