62 underbody reinforcement plate color?

Hello,

On the underside of my car, all of the metal underbody reinforcements, such as the seatbelt reinforcement plates, seat mounting plates, etc. are all painted with what looks like to be a red oxide primer. See attached pictures. Just about all of the pictures that I have seen on here of other cars these plates are black.

Is this the primer that was under the black paint which is now gone on mine?

Thoughts?

What should the finish be?

I think they are black.
In your photo it appears as if someone painted the red primer by hand later. I see spots of black under the red.
