Re: small gas tanks
Frank, I just did my 63 chassis and the gas tanks straps are hooked on one end and the other side has a carriage bolt with nuts there are two nuts for each side one on the top the other on the bottom,
The bottom nut is to adjust the tension on the strap, The the other locks the adjustment in place.New England chapter member, 63 Convert. 327/340- Chapter/Regional/national Top Flight, 72 coupe- chapter and regional Top Flight.- Top

That's correct - there are no bolts at the rear of the straps where they hook into the frame; only bolts are at the front.- Top

Re: small gas tanks
Frank -- what you might be referring to is (on a 20 gal tank), the last clip nearest the rear where the rubber fuel line attaches to the steel line, there's a hole on the top side of the frame for a retention clip. [Ref. 1965 AIM UPC 8, Sheet B3, view A]. I believe the fuel line clip holes are pre-drilled on all frames.
If you have a small tank car, the hole shown in the above reference will exhibit evidence of a screw having been threaded. If a 36.5 gal tank car, no thread evidence, and there'll be another hole for a fuel line clip at the cross-member inboard of the frame kick-up [Ref UPC N03, Sheet 4, view C]. This one will be threaded.
I'd have to check my car for the UPC 8 hole theory, but it's too cold in the garage

Here's the fuel line clip and screw on top of the right side rear frame rail Wayne referred to; that clip was used on all 20-gallon tank cars, and the hole for the thread-forming self-tapping screw was pre-pierced in all frames.Attached Files- Top

Re: small gas tanks
Hi Frank the holes were there, but the hole should show no sign of a cut thread that a self tapping bolt/screw would make. Phil 8063- Top

Re: small gas tanks
Another hole on an N03 car that should show no sign of a self-tapping threaded screw ever having been installed (this one is much easier to see): look on the passenger side frame kick-up just a couple of inches above the trailing arm pivot bolt. That's where the spiral-armoured fuel line is attached to the frame with a clip on a 20 gal car. On a tanker, that should be a clean hole.
The hole I'm talking about is the one shown in the thumbnail, from my late '65 20 gallon tank convertible.Attached Files- Top
