    Are the springs rubbing or binding on the cam or the weights? Install them so that the shallow section is facing down (rotate them 180* on their longitudinal axis), rather than facing up, as you have them.

    You know that 30 crankshaft degrees equals 15 camshaft (distributor) degrees. With the distributor on your bench, rotor removed and everything else assembled, get out your protractor and rotate the upper section by hand. Measure the angle rotated and see where it is being stopped. It appears that there's a very good chance that the heels of the weights are acting as the stops.

      I think you are right about the springs. The springs on my original, in the picture above, are rotated 180d from the springs in Michael's picture.
