    You were right Michael, and you beat me to it

    1966 JG:
    "The forward two spark plug wires on each side of the block are covered by ''flash'' chrome plated "V" shaped wire shields resembling "boomerangs" which attach to the engine block at the engine mounts and below the cylinder head surface. There is a small clip securing the two plug wires to the engine oil pan at the bottom of the "V" shaped shield on each side." p. 116

      The oil pan rail plug wire clips were installed at the engine plants, and they had no clue whether the engine would end up in a car with a radio or not; they went on every engine, and St. Louis didn't remove them.
