'72 inner front fender dust seal flaps?

Does the loose piece in the center of the flap fold back into the wheel well such that the cutouts index with the fiberglas inner fender walls with the tongue sticking about 2" into the engine compartment, or does the tongue go over the upper control arm and then the cutouts let the end of the tongue tuck under the control arm close to the top shock mount? Did that make sense?

It seems to fit better the first way i described.

Doug the flap is tucked into the control arm area, the two cut out areas fit into the arm its self.

The center flap folds outboard, under the control arm, leaving the upper shock attachment and the control arm cross shaft exposed - see photo below.
