66 Vent Window Question?

This is the bottom vent window frame anchor stud. My question is does the washer portion go internally (inside the door) or on the outside structure of the door as pictured? I have looked at the AIM and I still don't get it. It was like this in the picture when I took it apart years a go but if that is correct I guess I don't understand the adjustment.

The washer goes inside the door and is secured on the outside of the door by a nut/large washer (1 piece) assembly. The screw is slotted to allow adjustment of the bottom of the window track. Once adjusted, lock it in place with the nut.

Thanks Jim, that is the only way I could see it working. I guess somewhere in the past somebody put it back together wrong.
