Whats wrong with my wiper arm?

The washer tube was broken off the wiper arm when I bought my 1969 car. With the wiper blade installed, the tube bracked interferes with the wiper blade. The rivet holding the bracket is tight and I don't think the bracket has moved. Can anyone tell me how this is supposed to go together.?

The tube was soldered in the radius of the bracket and then a variety of clips held it in the correct position along the arm.

Mike, at least for 1970 I believe those blades are incorrect, and I suspect that's your problem. They appear to be aftermarket blades, which can interfere with your wiper door as well.

With the correct blades there is plenty of clearance, at least on the ones on my car and my spare set.

Thanks Pat, I suspected that the blades might be the problem but couldn't really tell since I don't have a set of originals. Do you have (or could you direct me to) a photo of some correct blades?
