How does a 54 neutral safety switch work?

My 54 will start in any position rather than just N and P. I have a clear wiring diagram and see the routes of wires the way they should be, but do I have a completed circuit when in N and P or the other way around? I assume Bubba has hot wired the system somehow. On my relay there is a cut off wire that probably was the wire originally going to my NS switch. Any thoughts? There is no hurry. I just put it in storage for our long Maine winter and want to fix this before Spring.

Essentially the feed to the solenoid routes through the Neutral safety switch with an adjustment to allow the switch to be closed in the park and neutral positions. Yours has apparently been bypassed at one time or another for ??? reason.
