When I removed the heat riser,the valve was being held open by a small pin thru the housing into the valve shaft.

That pin is held in by the exhaust maifold once the heat riser is bolted on.

If I remove the pin,the valve functions properly with the spring holding it closed and moves freely with the handel on the side of the housing.

Should this pin be reinserted thus holding the valve permanently open?

The pin was most likely added by a previous owner to hold the valve open all the time; that reduces the heat load on the intake manifold and the pass. side muffler will last longer. Good idea for function, but it will be an issue in judging.
