With the body on a dolly i was taping the wheel wells and the like to prepare to gelcoat i noticed red paint stick markings on the vertical fiberglass panel that would be right in front of the gas tank when all assembled never exposed to anything over the years it reads b398 is this a sequence # or something else?

Yes, that's the Body Shop job number - you'll also find it on the inside of the doors and on the engine side of the passenger side toe pan.
