In my friend's 63, the engine starts normally but does not shut off when the ignition switch is turned to the off position. At the suggestion of others he has replaced the ballast resistor and the voltage regulator with no results. The alternator has also been suggested as the culprit. Any ideas?

I'm not clear. Have you found the problem?
1963 being the first year for alternators on Chevrolet, as I recall there were some ghost wiring problems.
i.e.; with the left directional on and your foot on the brake the car would run on feedback through the flasher unit, with the ignition key turned to off.
Also possibly a bad alternator diode feeding back through the ignition switch.
Maybe someone with historical documents will remember these situations and chime in here.

Thanks for your comments. Since the switch functioned well for a long time prior to the present condition, I am suspecting that a short has occurred. We are going to check the solenoid, then the harness if necessary.
