54 lower ignition shielding paint

Should the lower 54 ignition shielding be low gloss/semiflat black on inner (distributor side)surface? If so, how much black or what was the painting process? Mounted on block during engine paint application?

what I know is on painted sheilds - the inner should be painted black - low sheen
on chrome - no

They came from the supplier painted black on both sides. I have a NOS set of shielding that has never been mounted and painted blue.

so they just applied blue to the outer shielding only?
