Craig that a look at the ground connections at the back of each light housing sound like one of them maybe broken or off.

It can't be a ground problem, they all work. maybe a wire crossed?

Do the light bulbs seem nice a bright(park and turn) as they would normally?each lamp has a ground and sometimes if one of the lamps is not grounded it will use the ground from the next lamp, this could cause a lamp to delay.

Ed, yes, when the parking lights are turned on all eliminate the same. when the turn signal arm is engaged they all have the same brightness, the two lamps on the right blink together as they should and the two on the left alternate, outer -inner. when the outer is on the inner is off, when the inner is on the outer is off.

            Craig,

Double check the ground as ED mentioned, maybe try a dedicated ground wire to another spot for ground as the wire connection may be dirty.

Craig, logic is the key to this case,As the lamps are light but not they way they were intended to work, ground is the logicial answer,or maybe bulb contacts in the socket? or incorrect bulb. (1034/1157). There maybe a few things you can do, One is do a wiggle test with the harness connections at the rear of the bulb while someone is watching, the other a little easier take the lens off and wiggle the bulbs in there sockets.Of Corase the turn signal must be on.
Good luck on my way to carlisle this morning.

                Craig,

It shouldn't be difficult to test the grounding of the lamp housing. With the t-signal operating, connect a jumper wire between the bumper and any part of the lamp housing. If the lamp then operates properly, you will know that the ground wire on the back of the housing is not connected properly.

The issue that you describe is VERY common. It's almost always a bad housing ground connection.
