    Voltage at high beam headlight

I was testing my headlights and noticed that one of the high beams on my '61 would not light. I checked the voltage at the two-pin receptacle and found it to be about 9.6 volts. The bulb was burned out and I replaced it but I assumed the voltage at the receptacle would be closer to 12 volts. Is 9.6 volts normal?

I forgot to mention that the battery is at full charge (12.8 volts).

Art, should be battery voltage, make a check of wiring at the high beam switch, maybe a bad connection, and any other connector pigtails that maybe involved.
