Started 63 Coupe to take it for a run and a whirling noise is coming from the tach. It has been very cold 15 to 30 degrees. After the the engine had warmed up, the noise subsided. Have had the car since 1982 and never have had any issues with the tach.

It could be the lube in your cable is affected and stiffening by the cold, I would check and re lube the tach cable. I would also check the lube for the tach drive and the tach drive gears. If the tach drive is siezing, this will cause damage to both the tach drive and to the distributor main shaft. If you catch it sooner than later, you can avoid damage to parts.
