    Does anyone have any recommendations on what is wrong or do you know someone that may?

    Roger,
    I am orig. owner of 57 with washer option and have just reviewed function and adjustment of cable slider switch mechanism because of judging deduction because wipers would not return to park when pump pedal is released as stated in 5th Ed. of Judging guide. The slider block on the pump pedal cable end isolates the pedal from the knob so the knob never has to pull or push the pedal cable. When the pedal is used it will push the switch to the fast position but cannot pull the knob cable back to return wipers to the park position because the of the slide on the end of the pedal cable. I am sure the judging guide is wrong. The knob must always be used to turn wipers off to park. From your description sounds like slider block at end of pedal cable is pinched in holder or knob gear is disengaged and jammed on cable rack in knob mechanism.
