I have never heard of adjusting the steering column on the 1964 Corvette using a wrench before i read it in a book called:
Corvette Gold Portfolio 1963-1967
It says about the 1964: The adjustable steering column, another well thought-out addition to driver comfort, is standard too.
The 1964 adjustable steering column is also mentioned in what they say about the 1965 Corvette:
The already comfortable and highly efficient cockpit becomes more so with the addition of an optional telescoping, adjustable steering column
In the 1964 models, you could adjust the column with a wrench, but the new one has a collar set below the wheel that is easily manipulated by the driver
The 3 inch adjustment coincides nicely with the available seat travel to let any driver find a comfortable driving position.
