The lower stud that you show in your picture and the stud Alex has on his car are for the 1968-69 A.I.R. mounting brace to attach to on big block cars. This stud used the same diameter through the hex and is longer then the earlier BB studs. The 68-69 studs were also mounted on the top drivers side position on the water pump as compared to the top passenger side on the earlier cars.

Mike, absolutely correct. I was more interested in making sure he knew that the whole stud wasn't devoid of paint...but that's right....just like the varying amounts of paint coverage on door latch's. Cheers....ARA- Top

One more thing that I noticed. The 66 AIM shows lock washers for all six bolts, two for the fan shroud and four for the radiator brackets. My 66 has lock washers on the center/fan shroud bracket but none on either radiator bracket.
I wonder if any engine compartment pic's of new 66 and 67's in the Adams book show the fat washers?

66-67 427 washers are in - photos attached - LIC#25-06 bolt set with washers
and #25-06c washers only

From what we've seen, when the thick washer is used on the outboard positions, the lock washer is not used.- Top
