GM #14065090 is a part number that was never available in SERVICE, so I can't provide any information as to what year models it is applicable to. More than likely, this is a part number for a packet of screws of some unknown individual part number which was supplied with the car for dealer or customer installation.

I can tell you that it was not 91-96 (inclusive of ZR-1). During 91-96 the USA-1 Panel/Frame (called a Bracket in GM catalogs) was secured with a pan head torx screw, part # 11508100.

One thing I can say about the 14065090 part number is that it's a GM part number that implies a release date of about 1980-81.

Yes, this confirms that the 14065090 part number is a part number for a package of fasteners. Such a package would generally not be available in SERVICE. The fasteners contained in the package might have individual part numbers and they might have been available in SERVICE separately but there's no way to tell that from the package.
