1968 upper seat latch

My 68 June 21 build has provisions for the upper latch( picture). We're they using up the last of the lower parts at this build time before the upper conversion ?

I have a July 18 68 coupe that has the upper seat latch. My memory of the JG is that the change over was earlier then June, but I may be thinking of the door pulls.
