    IMO, that is the outside of the bushing as you state.

The 'back' end of this bushing is different from the other bushings I installed and rather than simply being flat it rounds out from the edg to the center and is only a flat area in the center roughly 3/16" wide.       Looks OK to me. Photo below is from my stock of original GM bushings, and the chamfered/radiused side faces the transmission - the newer ones apparently have added the longitudinal slots.
