Ink Stamped date on starter

Here is a picture sent to me, that perhaps some of you might recognize? I have never seen the small white ink date stamp on a starter? Is this typical or perhaps the starter has been swapped out at some point? TIA

My guess is that it a rebuilt starter.

More could be determined if we knew starter # and date.

btw.....ground on the harness does not look like it's attached......hanging just below the starter mounting bolt.

I think the ground is attached but the way the wire is bent makes it appear as if it's not.
