not a 4" hole ...

I think there may be a 1 1/4 " one with CAP plugs in them, but thats it.
Sounds like someone cut something out for access.

only hole I know that is that size would be the wiper motor... but I think its more like 3" maybe...

That does sound like some owner inspired holes as Bill said!
Not doubting what you're seeing, but where is there even room for a 4" hole, much less TWO of them?
