Thanks Terry, this is much more detailed and objective about the situation in full technical terms we can understand. Whatever they do, it will be mucho expensive I fear.

Until geologists determine what's going on below ground, all bets are off.
I, for one would be in favor of bulldozing the whole horrible looking thing and erecting a more aesthetically pleasing structure.
