Starter paint question

I'm in the process of restoring the 1107320 starter on my '66, and would like to know if the four large screws holding the field coils were painted or not. It would seem to me that the case would have been painted before assembly, so the screw heads would not be painted, but maybe it's the other way around. The judging manual does not address this.
