    All 50 states were not REQUIRED to participate in NMVTIS until Jan 1, 2010. As I recall, about 15 states were voluntarily participating earlier than that.

    I distinctly recall that Indiana and Florida were participating earlier, as that is how the duplicate 1953 #29 came to light. I also recall that California was not participating early.

    The requirement is for all states to record FUTURE vehicle transactions (as of 1 Jan 2010). States are NOT required to go back and input previous vehicle information.
