I have always had problems with the reverse lock out T bar on my 62 4 speed. I have it apart now and see why. There is nothing on my car to pull it down. Is something missing? It looks like they expected the weight of the bottom part to pull it down.
I put the whole assembly in my degreaser tank, then put some WD40 down the cable and it still does not just fall down.
It is pushed down by a spring inside the chrome shield around the shifter lever. The spring is wound around the cable that connects the blocking pin to the T handle
Assuming you disassemble, I don't know that you couldn't wind a new spring onto the cable, although I haven't done it myself. I have seen an occasional NOS T handle assembly with spring for sale.
My shifter has had similar problems. If I remember correctly, there are a couple of punched in tangs on opposite sides of the spring cover that serve to retain the spring in its position and limit the travel of the sliding block. I think sometimes the block can be pulled up too far and kind of gets stuck up in the housing cover. The cover can get bent out of shape too. These items may need attention in addition to the spring.
