    I'd forget the carburetor secondaries for now

    You can disconnect them and the primaries will run the tachometer needle off the scale. I agree with Pete but I'd also check the ignition (points and plugs specifically). Bad coil or condenser. Main feed wire at the bulkhead connector. It's not stated if this came on gradually or it happened after the carb rebuild or what. Lot's of blanks to be filled in here.

        Is the 3300 rpm limit under load or dry reving?

        As stated earlier, with the foot to the floor, make sure the carb is at WOT.

        If your problem is under load, check to make sure the valves are not over tightened. (1/2 turn after zero lash) I had a 400 chevy SB with improperly adjusted valves that appeared to be a carb problem.
