A picture is worth a thousand words... Looks like both the "indentation" and the cut-out were intended to eliminate any chance of the bumper brace interfering with the lower valance to me. So, did they add the indentation in 67, are do I still have this C2speak wrong?

Is the lower valance bolted?...i.e. was it on the body at body drop? If bolted, do you suppose the cut-out and the indentation provide clearance on one side only as a assembly aid with the bumper braces installed?
BTW, Mike Hanson's red specimen looks like a hand cut to me. Appears to have a little "wander" in the straight line typical of human imperfection...perhaps it's an "optical delusion" (Yogiese) from the photo.
