Since the VIN says it was an early 69 car and the P9P23 means sep 69 how can this be? Should not a P9P (september 69) trans go into a '70 vehicle? Also no ratio designator means it should have been built before Oct 68.
If the above is true the 9 must really be an 8 in the P9P code. It sure looks like a 9 but the bottam half of the stamp is very light.

Transmissions (Manual and Automatic) in the C3 years (may be C2 also, but I don’t want to present myself as knowing anything about them) are designated by model year. P9P23 does NOT mean September 69. In your case (bad pun) it means Sept 23, 1968. Given the serial number of 3531, and a C03 (October 3, 1968) body build date – I would opine you are in good shape.
So I guess the answer is that I can NOT confirm the statements you made in the above post. Source: 1968-69 Corvette Technical Information Manual & Judging Guide, Third Edition, page 85.
