Inside, the holes are both right above each female latch.

Michael, on my '59 (Jan 30) car the oblong grommet for the pass side cable is
right behind the accel lever (looking from inside the engine compartment) about 2" above the pivot. My '59 uses the '58 style female latches. Later cars use the same type latch shown in the '59 AIM and I believe they exit the firewall closer to the female latch. Pat G.

IS THERE A HOLE IN THE FIREWALL INSULATION? ABOVE THE ACELLERATOR PIVIOT? THE LATER STYLE COME IN ABOVE THE FEMALE LATCH BUT THE 58 E59 HAVE TO COME FROM BELOW TO FUNCTION. THANKS

          pic of grommet

Michael, in the pic you can see the grommet by the accel lever. The clip on the tunnel in the lower left is for the cable as well. I believe this to be correct but I ain't no expert an am open to correction. Pat G.

            pic of firewall insulation

I hear ya Mike, you can turn the caps off. Here is a pic from under the dash. The insullation is repro that I bought within the last 4 months. I assume the hole on the right is for the cable but I haven't run the cable yet. The '58 AIM shows the routing for early '59 cars, if you need a copy I'd be happy to fax it to you. The '59 AIM shows later '59 cars. Pat G.

              Whoops

Shouldn't have assumed 58 and 59 were same as 60.
