Can the spinner cap with the flags be removed in order to repaint the red on the flag?

I'm not sure if I'm answering your question, but the spinner caps are held on with three hex screws. Then the insert with the logo snaps into the center cap from the back. The inserts are available from LICS, for one.

After removing the spinner, I see the emblem can be removed by grinding off the three aluminum rivet posts. Are the flags exposed at that point to repaint or are they behind plastic that can't be removed?- Top

I think that is one piece. I don't know if it was painted, then over-coated.
It doesn't look to me that you could separate it. The one I am looking at is a repro.
