Are you sure that you have the correct alternator pulley? There is no adjustment built into the alternator mounting system to correct for this kind of misalignment. Usually, the problem is caused by one or more incorrect pullies. Your power steering pump pulley should be ok. Only 1 pulley was ever used for big block in Corvettes-----a cast iron, 2 groove pulley of GM #3878245.
The alternator pulley for your application (unless you have C-60) should have a "built in spacer" on the inner side.In Appreciation of John Hinckley- Top

Assuming you have the correct mounting brackets - you need a 427 PS pulley which is offset toward the front for proper alignment. This pulleys are repro'd and easy to get from most Corvette restoration suppliers- Top

I had the same problem on my '66 L-72. After looking at other cars I found out that the alternator bracket I had was from a '65 and not for a '66.
The '65 mounting bracket is shorter than the '66 and therefore the belts don't line up. I purchase the bracket from GM, still available.
