I have the 3 piece lower radiator shroud. It appears original. On the lower center piece, it has two holes for bolts that bolt to the front crossmember. There are also threaded holes in the crossmember. The repos (and assembly manual) do not appear to show these 2 bolts. It appears that this center piece simply screws to the 2 other side pieces and hangs in the center. Is this something that was added later by a prior owner, or does the lower center panel actually bolt to the crossmember with 2 bolts?
You are correct. There are 2 small holes in front (I did not see those originally). Do they bolt to the radiator support?

No, it's a left over 55 Corvette only design, because the 55 only (had a five piece shroud) , the fifth piece was connected at the two hole then the radiator support like the later two large hole connected to the cross member .( to keep the shroud from vibrating) . Because the little holes dint matter in later years they left them in.
Early 56 also used the same fifth piece same as 55, like the heater was the same also. You cant find it mentioned in the JM and no one repro's it. My post above is asking members that question to see if anyone knows this.
