As an ex-PA inspection mechanic, I recall that the reason that the night provision with antique tags was for early cars without sealed beams. At the time 15 to 20 years back now, if your car was on the bubble and had sealed beams and was issued antique tags the rules were inforced so that you couldn't drive at night. You might want to call the PA DMV and inquire about this, they will be able to tell you or send you out all the information and laws governing both classic and antique tags (if changed). I have since moved to NJ where there is only antique tags and haven't paid much attention to PA laws anymore especially since I'm not in the business, and have relinquished my PA State inspection license.
