I have a '63 motor with the same observed symptoms. If you come up with a solution other than replacing the motor, please let me know. Replacements are available in the catalogs (Zip, Corvette Central, Long Island, etc.) but they are pricey.

Gary has the answer. The resistence is nonexistent at the terminal for the field coil for the up direction. That coil is toast. Probably shorted by the screw in the motor housing touching the coil. I don't know if it can be repaired?
