What is the best way to bench test a C2 horn without causing damage ?

Put 12 volts to the plug and gound out any other part of the horn.

You pretty much nailed it. The only thing I would add is a fuse or a current limited power supply. What gauge is the wire feeding the horn?

Bill, Don't forget when the horn is painted you'll need to remove some paint to get a good grounding surface.

I read somewhere that if you used a 12 volt battery to test the horn you could damage it by not going through the horn relay ?

12v is 12v...... no matter if the voltage passes thru a relay or not. Just hook a jumper wire from the positive battery pole to the horn connector and another wire from the negative pole to the horn bracket. You don't need a fuse for this temporary test... if there is a short, the small jumper wire will serve as the fuse........

Just be ready when it works. No matter hard you prepare yourself for blast don't drop it. It's likely that it will scare the hell out of you when it blows the first time.
