it is always possible that someone had an original tank sticker in rough shape with a readable ident number. They could get that verified, and then have a reproduction made up that is in better shape with/without the correct info. However, when I have sent them in, they come back with a copy of the document I sent them. Theoretically, one could detach that, make up one with different info (427 vs 327, added headrests, etc.). I am guessing that has already been done more than once.
Guys, the devious, evil and crooked will always exist and attempt to take advantage of your faith in humanity. NCRS decided there was a potential for this very thing to happen and that is why the authentic validation includes a signed copy of the original document that was submitted for validation. You also need to realize that the ident helps but it is not the sole thing checked. Not speaking out of turn for Tim here, but I know he does a similar due diligence to what I used.

      Roy,
I knew that there is enough sophistication in our organization to have considered the likelihood of those forgeries taking place and to deal with that in advance. I appreciate your response. I would also assume that someone has also considered how to falsify the validation document and its seal. Due diligence demands more than just a blind acceptance of included “documents” (including tank sticker validation) when one is looking to buy a car.
