      Brian, I don't know offhand how GM communicated that information to the NICB (previously the NATB).

          I think the problem could be not restoration but vin simply switched to a hot car. I saw it both times it ran also.

            I love this line: "IT HAS 1500 MILES ON IT SINCE A FRAME OFF RESTORATION" Don't you need a frame to have a "frame off" Possibly the distance from the grassy field to his shop, or from the original frame to the grassy field. If it were a burned body I would say it was a "Rotisserie Restoration" But clearly the frame was off.......
