Luggage racks were an ACCESSORY item that was dealer or customer installed. They may or may not have been available as a factory installed option for the 1977 model year only.In Appreciation of John Hinckley- Top

No such option in 1969. Never was an option in 1969 or any other year. Parts dept only.
In 1977, on the Chevrolet Corvette it was called Luggage and Roof Panel Rack (code V54). It held the T-Tops only (no luggage) and permitted full use of the storage behind seats. Save the Wave.- Top

In 77 the rack had pins to hold the T-Top racks that set the tops so they could be straped down. With the tops installed on the car you could use the rack for luggage. It was shaped like the racks sold over the counter for years.
A 77 will need the correct rack(with pins) and the rack holders and straps if shown as factory installed.Lyle

If I remember correctly, during judging, a rack on a 73 would not be judged but a deduction would be assigned for the holes in the deck. Correct ?Tom Hendricks

If you repair the holes so that there is no evidence of them ever being there, there won't be any deduction. However, this is VERY difficult to do.
As far as current replacement racks, I do not know which, if any, are just the same as the original GM accessory item.In Appreciation of John Hinckley- Top

As others have said, the deduction comes from having holes ie 'missing fibreglass' in the body, not for the presence of a rack. General rule of thumb is maybe 1 point per hole.
Eliminating the holes is very very difficult in the long term due to shrinkage of the filler material, but I have seen it done successfully.
The original style rack in '73 was chrome plated and had six posts. It is possible that a modern replacement rack might not have all six posts in exactly the same location as the original. Some racks are now made of SS as well.
