On the tank sticker, ZONE 20 is Southern California, and DEALER 307 is Harry Mann. Are you sure it is a "real" tank sticker?
And yes, All 67 Corvettes sold new in California had A.I.R. K-19 Smog equiptment. Now did a dealer like Harry Mann or Clippinger "dealer trade" cars with Las Vegas and Arizona Chevrolet dealers ? You bet, and those cars would not have a smog pump. But their tank stickers would be for the "original" dealer that ordered the car.
In 1975-76, California ARB (Air Resource Board) caught up to the practice and changed the law to all cars coming into the state that reads
"All cars must have California emmision certified engine / drivelines and unhood emmision stickers and then pass the California smog inspection before registration. They also "must have 7500 minimum miles" before entering the state.
So if you live in say Colorado and just got transfered to Los Angeles and bought a new car last week and it has 2100 miles after you arrive at your new home you will not be able to legally register it until you have 7500 miles. LAW IS STILL IN EFFECT.
